This won't work for the reasons stated above.
I will try and use an example.
I have corp ABC. Now corp ABC decides to go public. It wants 5 billion isk. Under your example, corp ABC never succeeds unless it can first raise that 5b and then deposit it into a non-access account.
However, it gets the privelige of getting nothing in return, and being expected to pay it's shareholders it's profits. It's basically telling someone to work for nothing, short of the few wanting experience of running a public corporation no-one would ever use this service.
Why would they when they could use EBANK to secure their isk, knowing the whole time that it is gathering interest. Unless you are willing to pay interest on the amounts in holding? If so, then we got ourselves some competition.

In current form all you are asking for is CEO's to be charity cases, and use their own funds to make money and give that money to people who didn't help them in any way.

But the only thing you create is a CEO sweat shop. There is nothing whatsoever in it to truly entice a CEO.

to the list. Unless there is a damn good incentive for a CEO to completely secure their own operation then it's a waste. As an example. With the Cinderbrood IPO, it was a 2b issuance. EBANK took 2b as a security on the corporation from a friend of Cinderbrood. Now, this wasn't a requirement however Cinderbrood couldn't sell his stock without doing something like this (actually, it wasn't until after 95% of the stock was sold that he had the security arranged). This is basically what the OP is looking for.
It doesn't happen often. SHIKO enterprises is another one with a similar setup except it is 50% owned by EBANK and 50% secured by EBANK. So in theory we could onsell those 50% of shares as EBANK secured.
But the whole point of an IPO is generally to raise money to buy something. If someone wants a fully secured loan they can just come straight to us or FuryBank and we allow more than isk or veldspar as collateral.

Very good point. Any CEO getting their corp into the OP's business at this point using Veldspar as a security is risking a huge devaluation of their corporation. As was said earlier, Veldspar is near it's peak cost already.
